Why was Sapatnekar so upset with Sai Baba in the beginning of his encounter described in the Satcharitra?

Sapatnekar was deeply distressed because every time he tried to bow to Sai Baba, he was met with the sharp rebuke, "Chal Hat," which means "Go away."
