Why was Dev so doubtful and disappointed after his Udyapan ceremony?

Dev was doubtful and disappointed because he was expecting Sai Baba to appear but failed to recognize him in his chosen guise. According to Chapter 40, Dev wrote a letter to Jog expressing his dismay, feeling that Baba had deceived him and that the promise to attend had been broken. He lamented, "I waited with great effort, but no experience came." His mind was clouded by the expectation of a more obvious appearance, and even though three uninvited guests were served, the thought that it could be Baba didn't occur to him, leaving him in a state of doubt and disappointment.
