Why was Balaram Mankar (Dev) so upset and disappointed after his Udyapan ceremony?

Balaram Mankar, referred to as Dev, was deeply disappointed because he had invited Sai Baba to the Udyapan ceremony with great love, and Baba had promised to attend. However, Dev failed to recognize Baba, who appeared in the guise of a Sanyasi. As a result, Dev believed Baba had not come at all. According to chapter 40, he felt that Baba's word had failed and that he had been deceived. He expressed this sorrow in a letter to Jog, stating that despite his earnest waiting, he received no experience or sign of Baba's presence, leaving him feeling let down and confused.
