Bala Ganpat Dev was confused and disappointed because he failed to recognize Sai Baba, who attended his Udyapan ceremony in the guise of a Sanyasi. When a Sanyasi and two companions arrived uninvited, Dev's mind was veiled by Maya, and he only saw them as ordinary guests. In a letter to Jog, Dev expressed his disappointment, feeling that Baba's promise had been broken. His own later reflection reveals he was confused because he had met the Sanyasi before for fundraising, and therefore didn't connect this person with Baba's divine visit.
