Sai Baba's instruction to give Cholkar tea "well-filled with sugar" was shocking precisely because it demonstrated knowledge that went far beyond just the public fulfillment of the vow. As Chapter 15 explains, the true purpose was to confirm Cholkar's faith. Baba did not normally drink tea, so his bringing it up was unusual in itself. More importantly, while others saw Cholkar distribute sugar, only Baba knew about Cholkar's secret, personal penance: his complete renunciation of sugar during the long delay. By specifically mentioning a lot of sugar, Baba was sending a clear signal: "Your vow of sugar has been accepted, And your rule of renunciation is also complete." It proved to Cholkar that Baba knew not just his public actions but also the secret state of his mind and the sacrifices he had made in private.
