Why does Chapter 23 say that saints appear on earth, and who is able to benefit from them?

Chapter 23 explains that the incarnations of saints occur on this earth out of pure benevolence, specifically for the salvation of 'dull-witted souls.' Their appearance is presented as a manifestation of the Almighty's grace. However, not everyone is naturally drawn to them. The chapter clarifies that only if a person has a store of merit (Punya) from past actions will a desire arise in their heart to hear the stories of these saints. It is through hearing these stories and seeking their company that one can attain happiness and contentment, making past merit a prerequisite for spiritual inclination.
