Why do people believe saints like Sai Baba are born on earth, and what enables a person to seek them out?

Chapter 23 of the Sai Satcharitra explains that the incarnations of saints occur on this earth out of pure benevolence, specifically for the salvation of souls who may be described as "dull-witted." This is presented as a grace of the Almighty. Devotees considered Baba an Avatar because he showed all the signs and characteristics. The chapter further clarifies that a person's ability to seek out and benefit from such saints is not a random occurrence. It states that only if one has accumulated merit (Punya) from the past will a desire even arise in their heart to hear the stories of saints and thereby attain happiness and contentment.
