Why did the Sanyasi first visit Dev in Dahanu, and what was Dev's response to his request?

The Sanyasi's first visit to Dahanu was for the purpose of collecting donations. As detailed in Chapter 40, when he made his request, Dev explained that it was not an opportune time. Dev informed him that another collection was already underway in the town, led by Raosaheb Narottam Sheti and the Nagarseth. Consequently, Dev told the Sanyasi that the timing was unfavorable and advised him to return in two to four months, at which point they could reconsider the matter. The Sanyasi then left without receiving any funds on that initial visit.
