Why did the Mamlatdar, Dev, initially refuse to help the Sanyasi with his fundraising for cow protection?

When the Sanyasi first encountered the Mamlatdar, Dev, he pleaded for assistance with his religious work of cow protection. However, Dev explained that the timing was not right for a new collection. According to chapter 40, Dev informed the Sanyasi that another fundraising effort was already in progress in the town, led by Raosaheb Narottam Sheti and the Nagarseth. He reasoned that with this other collection active, there was no capacity for the Sanyasi's fund.
