Why did the Mamlatdar, B.V. Dev, initially refuse to help the Sanyasi with his collection for cow protection?

When the Sanyasi first approached Mamlatdar Dev for help with his fundraising for cow protection, Dev turned him down. As detailed in Chapter 40, Dev explained that the town was already in the midst of another collection effort. This existing fund was being managed by Raosaheb Narottam Sheti and the Nagarseth for the poor. Dev told the Sanyasi that because of this ongoing collection, there was no room for another one at that moment. He advised the Sanyasi that the timing was unfavorable and suggested he return to the town after two to four months, at which point they could reconsider the request.
