Initially, Sai Baba did not take anything from anyone and would fill his pockets with burnt sticks. However, as Chapter 14 explains, it eventually came to people's minds that it was improper to go for a saint's darshan empty-handed, without an offering. For this reason, He began the practice of taking Dakshina. In the early stages of this practice, if a small coin was given, He would keep it, but if a large copper coin was placed, He would return it to the giver.
Why did Sai Baba start accepting monetary offerings, or Dakshina, from his followers?
