Why did people consider Sai Baba an Avatar, and how did he see himself according to chapter 23?

According to Chapter 23 of the Sai Satcharitra, devotees considered Sai Baba to be an Incarnation (Avatar) because all the signs and characteristics of one were present in him. Despite this perception, Baba himself maintained a position of profound humility. He would say, "I am a humble servant in the court of Allah" and never claimed divinity by stating "Anal Haq" (I am God).
