Why did Mamlatdar Dev react with suspicion when he saw the Sanyasi return to Dahanu after only a month?

Mamlatdar Dev's suspicion was a direct result of the Sanyasi's premature return, which went against his explicit instructions. During their first meeting, Dev had clearly explained that the timing was not right for a new fundraising campaign because another collection was already active in the town. As Chapter 40 recounts, Dev had specifically told the Sanyasi, "come back to this town after two or four months."
