Why did Mamlatdar Dev initially turn down the Sanyasi's request for help with the cow shelter fundraiser?

Mamlatdar Dev initially declined the Sanyasi's request for help because of a timing conflict with another fundraising effort in the town. As explained in Chapter 40, when the Sanyasi pleaded his case, Dev informed him that another collection was already underway. This existing fund was being managed by Raosaheb Narottam Sheti, who was known for his compassion, and the Nagarseth. Dev reasoned that with this major collection already in progress, there was no room for a new one. He did not dismiss the Sanyasi's cause entirely but advised him that the time was unfavorable, suggesting he return after two to four months when they could revisit the matter.
