Why did Mamlatdar Dev initially refuse to help the Sanyasi who was collecting donations for cow protection?

Mamlatdar Dev initially turned away the Sanyasi not out of ill will, but due to practical timing issues. As explained in Chapter 40, Dev informed the Sanyasi that another major collection for the poor was already underway in the town, led by Raosaheb Narottam Sheti and the Nagarseth. He explained that because of this existing fundraising effort, there was no room for another collection at that moment. Dev suggested the Sanyasi return in two to four months, implying that circumstances might be more favorable for his cow protection cause at a later time.
