Mamlatdar Dev initially turned away the Sanyasi because the town was already preoccupied with another fundraising effort. According to Chapter 40, Dev explained to the Sanyasi that Raosaheb Narottam Sheti and the Nagarseth were actively collecting a different fund for the poor. Dev stated that because of this ongoing collection, there was no capacity for the Sanyasi's cause at that moment.
