Why did Mamlatdar Dev initially refuse to help the Sanyasi who was collecting funds for cow protection?

Mamlatdar Dev initially turned down the Sanyasi's request for help with a collection for cow protection due to a logistical conflict. As explained in Chapter 40, Dev informed the Sanyasi that another fundraising effort was already active in the town, led by Raosaheb Narottam Sheti and the Nagarseth. Dev reasoned, "In that, how can there be room for your collection?" He concluded that the timing was unfavorable for a new collection drive and advised the Sanyasi to return in two to four months, when circumstances might be more conducive to his cause, rather than outright rejecting the religious work itself.
