Why did Mamlatdar Dev initially refuse to help the Sanyasi's fundraising efforts for cow protection?

Mamlatdar Dev initially turned down the Sanyasi's request for a donation because another collection was already underway in the town. As detailed in Chapter 40, Dev explained that Raosaheb Narottam Sheti and the Nagarseth were already collecting a fund for the poor, and he felt there was no room for another collection at that time. He advised the Sanyasi that the timing was unfavorable and suggested he return to the town after two to four months, when circumstances might be more conducive to his cause for cow protection.
