Why did Dev initially turn down the Sanyasi's request for help with the cow protection fund?

When the Sanyasi first approached Dev for a donation for cow protection, Dev turned him down due to a timing conflict. According to the account in Chapter 40, Dev explained that another collection was already underway in the town. He mentioned that Raosaheb Narottam Sheti and the Nagarseth were actively collecting a different fund. Because of this pre-existing fundraising effort, Dev told the Sanyasi, 'how can there be room for your collection?' He advised the Sanyasi that the current time was unfavorable and suggested he return to the town after two to four months to try again.
