Why did Dev initially turn down the Sanyasi's request for help with the donation collection?

When the Sanyasi first approached Dev for help with collecting donations for cow protection, Dev had to refuse his immediate assistance. As explained in Chapter 40, Dev informed the Sanyasi that it was not a favorable time for a new collection drive. The reason he gave was that another fundraising effort was already underway in the town, led by compassionate individuals like Raosaheb Narottam Sheti and the Nagarseth. Dev reasoned that with one fund already being collected, there was no room for another. He advised the Sanyasi that the timing was not right and suggested he return to Dahanu after a period of two to four months, when they could reassess the situation.
