Why did Dev feel that Sai Baba had deceived him after the Udyapan feast?

Dev felt deceived because he was expecting Sai Baba to attend his Udyapan ceremony in a recognizable form but failed to see him. According to the account in Chapter 40, Baba had promised to come, but Dev did not recognize him in the form of the Sanyasi who attended with two others. In a letter to his friend Jog, Dev expressed his disappointment and confusion, writing, "How is it that Baba deceived me? What should I say about His words?" He felt that Baba's promise had failed and that his loving invitation resulted in a lack of any spiritual experience. His perception was clouded, preventing him from understanding that Baba had fulfilled his word in an unexpected way.
