Why did Balaram Dev write a letter to Jog complaining that Sai Baba had deceived him?

Balaram Dev felt deceived because he had invited Sai Baba to his Udyapan ceremony, and Baba had promised to attend. However, Dev did not see Baba arrive in his familiar form. Although a Sanyasi and two companions came uninvited and ate, Dev's mind was clouded by doubt and he failed to recognize this as Baba's fulfillment of the promise. As described in Chapter 40, this perceived failure led him to write a disappointed letter to Jog, questioning why Baba's word had seemingly failed and why he was left without the experience he had so eagerly awaited.
