Who were the people who tried to take the flour for themselves after the grinding was done?

The individuals who attempted to take the flour were the same four women who had helped with the grinding. Chapter 1 describes how, after the work was finished, their minds became greedy. They reasoned that since Baba had no family and lived on alms, he had no use for the flour and would surely give it to them. They were already mentally dividing it into four parts, one for each of them. Their plan was stopped when Baba scolded them for their greedy intentions, asking if they thought they were taking their 'father's property' before ordering them to dispose of it.
