What was the initial reason the Sanyasi approached Mamlatdar Dev in Dahanu?

The Sanyasi's initial reason for approaching Mamlatdar Dev was to secure funding for a religious cause. As detailed in Chapter 40, the Sanyasi was wandering from door to door to prevent the starvation of cows and sought Dev's help with this cow protection work. He pleaded with Dev, who was the officer of the Taluka, stating that a single word from him would get the work done quickly and earn him the blessings of the Mother Cow. Dev, however, had to turn him away at that time due to another fundraising effort already in progress in the town.
