What was Mamlatdar Dev's reason for initially turning away the Sanyasi who was collecting donations for cow protection?

When the Sanyasi first approached Mamlatdar Dev for a donation to support cow protection, Dev explained that the timing was not right. According to the account in Chapter 40, Dev informed the Sanyasi that another fundraising effort was already active in the town. This other collection was being managed by Raosaheb Narottam Sheti and the Nagarseth. Dev reasoned that with one fund already in progress, there was no capacity for a second one. He therefore advised the Sanyasi to return to the town after two or four months, promising to reconsider the request at that later time.
