What reason did Dev initially give for being unable to help with the Sanyasi's collection?

When the Sanyasi first came to Dahanu for a collection, Dev explained that the timing was not favorable. He stated that another fundraising effort was already underway in the town, led by Raosaheb Narottam Sheti and the Nagarseth. As described in Chapter 40, Dev questioned how there could be room for another collection when this other fund was already active. He advised the Sanyasi that the time was of no use to him and suggested he return to the town after two or four months when circumstances might be more favorable.
