What happened when the Sanyasi first approached Dev for a donation for cow protection?

When the Sanyasi first met Dev, the Mamlatdar, he passionately requested help for his religious work of cow protection. As described in Chapter 40, the Sanyasi argued that Dev, as the officer of the Taluka, could ensure the task's success with just a word. However, Dev explained that it was an unfavorable time because another collection was already underway in the town, led by Raosaheb Narottam Sheti. Dev advised the Sanyasi that there was no room for another collection and suggested he return in two to four months, which the Sanyasi initially did, leaving from there.
