Mamlatdar Dev's suspicion arose from the Sanyasi's unexpectedly quick return to Dahanu. As recorded in Chapter 40, during their first meeting, Dev had explicitly told the Sanyasi that the timing was not right for a new donation drive and advised him to come back after "two or four months." However, only about a month later, Dev saw the Sanyasi arriving in a tonga and alighting in front of his neighbor's house.
