It means that due to his firm grounding in the truth of Brahman, he is not bound by the transient and illusory nature of the material world or the consciousness of having a body. As Chapter 43 clarifies, saints are personifications of Brahman who incarnate for the welfare of people, and their actions, like wandering in an invisible form, are a "spontaneous play of Yoga for the sake of the devotees' salvation."
