Since Sai Baba is no longer in his physical body, how does this chapter say we should think about his presence?

Chapter 45 teaches that although Sai Baba's physical body and form are gone, his presence continues unabated. It explicitly states that "He remained in the Unmanifest just as He was," and that the stories of his miracles, or Leelas, that occurred after his body passed are infinite. The text considers it a great fortune to have been born during his incarnation and urges devotees not to let this opportunity go to waste. The proper way to relate to him now is through true devotion with all senses, sparking love for God, and finding detachment from the world, which is the real state of worship.
