Regarding the two visitors from Goa, why were people surprised by Sai Baba's actions, and who questioned him?

In the account from Chapter 36, the surprise among onlookers was due to what seemed like partiality from Sai Baba. When two gentlemen from Goa visited, Baba asked for a specific Dakshina of fifteen rupees from only one of them, which he accepted. However, he then outright rejected a larger, unsolicited offering of thirty-five rupees from the second man. As detailed in the Shri Sai Satcharitra, this differential treatment caused great astonishment. Witnessing this, Madhavrao (Shama), who was present at that time, decided to ask Sai Baba to explain his seemingly paradoxical behavior.
