In what form did Sai Baba appear at Dev's Udyapan, and was he alone?

Sai Baba appeared at Dev's Udyapan ceremony in the form of a Sanyasi, and he was not alone. Chapter 40 explains this leela in detail, noting that Baba's appearance happened in two stages. First, he came alone as a Sanyasi, which made Dev anxious that he might ask for money. Later, true to his word, he returned exactly at noon for the meal. On this second visit, he brought two other people with him. Baba later explained this to Jog, stating, "I said I would come with two others, and I went with two others." Despite serving these three guests personally, Dev's mind was deluded and he did not recognize Sai.
