Chapter 43 clarifies that saints incarnate by their own will with the 'sole desire for the welfare of devotees.' Although they are free from the six-fold emotions and always remain in an unmanifest state of bliss, they choose to become manifest to guide others, performing the 'task of the avatar for the people.' For such beings, birth and death are not binding realities but part of a divine play undertaken for a higher purpose. As the scripture notes, they are not truly touched by birth and death, viewing them as false imaginations, because their true nature is the formless, blissful Supreme Brahman.
If saints are beyond suffering and death, why do they choose to incarnate and experience a physical life?
