I've heard that Sai Baba distributed food with meat in it. How did he handle this with devotees who were vegetarian?

Chapter 38 provides a direct clarification on this sensitive topic. While Baba did sometimes prepare and distribute meat-mixed food, He was extremely discerning about who received it. The text states that this type of food was served only to those who were already habitual meat-eaters. For devotees who had never eaten meat in their lives, Baba would not let them even touch the meat-mixed Prasad. As verse 49 of Chapter 38 clarifies, He never committed the rashness of trying to create a craving for it in them, showing deep respect for their individual dietary practices.
