It states that as long as there is "me and you" in the body, you cannot be the "seer of your own welfare." The path to overcome this is to consciously discard this mentality, look at your own self, and stop being entangled in the world of "me and you." The text advises one to acquire special knowledge (Vijnana) and realize that the knowledge of Brahman is already right near you, thereby throwing away the miserliness of the ego.
