Chapter 21 puts forth the teaching that all Saints are fundamentally connected, even if they appear in different times, places, and forms. The text states that while they take incarnations for specific purposes, they are "essentially inseparable from one another." It uses an analogy to explain this secret arrangement: just as a sovereign King has outposts with officers to manage his kingdom, the "Emperor of Self-bliss" has Saints who appear in various places to invisibly manage the spiritual kingdom. According to Chapter 21, the signs of one Saint are completely known by another because, inwardly, they are all one.
