It clarifies that while He is an "ocean of Truth, Consciousness, and Bliss" and has no personal need for outward rituals, He deeply enjoys and accepts them when they are performed with sincere faith. Furthermore, Chapter 16 explains his teaching method by stating, "Donning the cloak of ignorance, He imparts knowledge to the ignorant." This means he compassionately meets people at their own level, seemingly acting as if he is also bound by worldly conditions, in order to provide "sweet instruction" without overwhelming them or transgressing norms of conduct.
