The text posits that devotion cannot manifest without meditating on a 'Saguna' or manifest form. This devotion is what allows the 'bud of the mind' to open. The chapter beautifully reconciles this with the concept of a formless God by stating that the manifest ('Sakara') and unmanifest ('Nirakara') are not different, but are one and the same.
