How did the tradition of the Ram Navami fair in Shirdi begin, and who were the key people involved?

The idea for an annual fair, or Urs, in honor of Maharaj was first proposed by his devotee Gopalrao Gund. However, they faced opposition from the local Kulkarni, which led to the collector initially issuing an order prohibiting the fair. Despite this obstacle, an order was eventually obtained to proceed.
