Baba's response was direct: "In your mind, there was no intent to give; Therefore, I did not ask you." By not asking, Baba mirrored the friend's own internal resistance back to him. This prompted the friend to self-reflect, and upon being given the choice—"if you wish to give in your heart, then give"—he eagerly made an offering, thereby overcoming his initial skepticism and taking a step towards dissolving the "oilman's wall" of duality that Baba mentioned.
