How did Sai Baba perceive Himself and His relationship with God, as described in Chapter 23?

According to Chapter 23, while many devotees considered Him an Incarnation or Avatar, Sai Baba presented Himself with great humility. He would often say, 'I am a humble servant in the court of Allah.' The chapter notes that He never proclaimed 'Anal Haq' (I am God), but instead constantly chanted phrases like 'I am a poor servant' and 'Allah Malik' (God is the Master).
