How did Sai Baba explain his presence at Dev's ceremony after Dev complained about being deceived?

When Jog presented Dev's letter of complaint, Sai Baba explained that he was fully aware of Dev's thoughts. As recounted in Chapter 40, Baba stated that while he did not leave Shirdi in a worldly sense, he absolutely did attend the Udyapan. He reminded Jog of his promise to Dev: "I said I would come with two others, and I went with two others."
