How did Sai Baba actually attend Dev's Udyapan ceremony, and why did Dev think he didn't show up?

Sai Baba attended Dev's Udyapan ceremony by appearing in the guise of a Sanyasi. According to Chapter 40, Dev was confused because he did not recognize Baba in this form. Baba first appeared alone, causing Dev some apprehension, and then returned at noon with two other companions for the meal, just as he had promised. Dev served them but, as the text states, a "veil of Maya" prevented him from realizing the Sanyasi's true identity. Later, when Dev complained to Jog, Baba revealed the truth, stating, "I said I would come with two others, and I went with two others... do you not remember the Sanyasi's guise?"
