How did Mamlatdar Dev initially respond to the Sanyasi who was collecting funds for cow protection?

When the Sanyasi approached Mamlatdar Dev for donations for cow protection, Dev was polite but ultimately turned him away. As described in Chapter 40, Dev explained that another collection was already in progress in the town, led by Raosaheb Narottam Sheti and the Nagarseth. He told the Sanyasi that because of this existing fundraising effort, the timing was unfavorable for a new one. Dev suggested that the Sanyasi should return to the town after two to four months, at which point they could see if conditions were more favorable for his cause.
