How did Baba fulfill his promise to attend Dev's Udyapan ceremony, and why was Dev initially disappointed?

Baba promised Dev he would attend the Udyapan ceremony. As detailed in Chapter 40, he fulfilled this promise by appearing in the guise of a Sanyasi. He first came alone, and Dev invited him to return for the meal. The Sanyasi then returned at noon with two other companions, just as Baba had said he would. They all ate the meal Dev had prepared. However, Dev was initially disappointed because he did not recognize Baba in this disguise. He felt that Baba had not kept His word and had deceived him, leading him to write a letter of complaint to Jog, expressing his confusion and sadness that he had no spiritual experience of Baba's presence.
