How could Dev have faith that Baba would visit him in Dahanu, given that Baba's travels were known to be very limited?

Dev's faith was rooted in his understanding of Sai Baba's divine nature, which transcended physical limitations. Although Dev was aware that Baba typically only traveled between Shirdi, Rahata, Rui, and Nimgon, he held onto Baba's infallible words. As Chapter 40 explains, Dev saw Baba as a "complete master of miracles" (Leelavatari) who could move freely by His will. The concepts of coming and going were seen as mere worldly talk for a being who is all-pervading, much like space which is "perfectly full, inside and out." Dev believed Baba's state was inscrutable and that He could manifest anywhere at will, making a visit to Dahanu entirely possible despite the physical distance.
