Did every person who came to Shirdi receive money from Sai Baba? What determined who received his blessings?

According to the account in Chapter 29, Sai Baba did not give money to everyone who approached him. While he was known for his abundant generosity, his actions were unpredictable and his mind was unknowable. Verse 14 states, 'He would distribute money - this was true... But he did not give to everyone - no one knew his mind.' The text suggests that receiving a gift was a matter of destiny and grace.
