The idea for an annual fair, or Jatra, to honor Sai Baba was first conceived by Gopalrao Gund. As detailed in Chapter 0, he shared this vision with Tatya Patil, Dada Kote Patil, and Madhavrao Deshpande, who were all receptive and agreed to help organize it. However, their plans faced opposition from the local Kulkarni, who managed to get a collector's order prohibiting the event. Despite this setback, a counter-order was eventually secured, allowing the fair to proceed. By Maharaj's explicit command, the fair was set to be held on Ram Navami, and this tradition has continued ever since, with Tatya Ganpati Patil Kote managing it from the beginning.
Describe the origin of the Ram Navami fair in Shirdi, including the challenges faced in establishing it.
