Chapter 21 puts forth the teaching that while Saints may appear in different places and at different times for specific purposes, they are essentially inseparable and "inwardly, they are all one." It suggests they are part of a secret, divine arrangement and recognize each other completely. To clarify this concept, the chapter uses an analogy of a sovereign king managing his vast kingdom. Just as a king establishes outposts in various places and appoints officers to maintain order and prosperity, the "Emperor of Self-bliss" (God) appears in different forms as Saints, who invisibly pull the strings to run the spiritual kingdom.
