Can you explain the story about Appasaheb and his promise to offer ten Rupees? Why did he hesitate?

📖 Chapter 33

The story of Appasaheb highlights the human tendency to make promises but falter in action. According to Chapter 33, Appasaheb felt that a one-Rupee offering made by his family was insufficient and mentally resolved, "Had I been there, I would have given ten times more." He thus gave his word to offer ten Rupees. However, on that very day, a Fakir who was a stranger appeared. Despite having six Rupees available, Appasaheb became suspicious and did not make the offering. His hesitation stemmed from the fact that the Fakir was not the usual one he knew, causing him to doubt and fail to fulfill his immediate vow, leaving him in a state of spiritual debt.
